2026 Important Dates

Note: AEDA Staff and SmartyGrants will be unavailable to take enquiries on Monday 9 March, Friday 3 April, Monday 6 April 2026 and after 4pm on Friday 10 April 2026.
Eligibility
Notwithstanding the broader eligibility criteria outlined in the Council's Funding Programs Policy, eligibility for this program is restricted to the entity types listed below:
- Not-for-profit organisations;
- Incorporated associations;
- Companies limited by guarantee; and
- Other e.g. Statutory Authorities.
Applications will be ineligible for funding under this program if any of the following apply:
- The application does not meet the identified priorities of the city as detailed in the CoA Strategic Plan 2024-2028 and AEDA Strategic Plan FY 2024/25-2028/29.
- The funding request contravenes an existing CoA Policy or Operating Guideline.
- The event/festival is already receiving funding from CoA or its subsidiaries.
- A request for funding has already been considered for the event/festival by CoA or its subsidiaries and has been unsuccessful.
- The applicant has outstanding debts to CoA or its subsidiaries and/or incomplete acquittal reporting on previous funding awarded.
- The applicant undertakes canvassing or lobbying of Elected Members, AEDA Board Members and/or employees of CoA and its subsidiaries in relation to the sponsorship request.
- The funding request is from current Council employees or former employees who ceased employment less than six months before applying.
- The organisation operates with an ineffective management structure and is unable to manage budgets and financial commitments.
- The funding request is for 100% of the cost to deliver the event/festival.
- The funding request is to cover CoA Park Land site hire fees or Rundle Mall site hire fees.
- The funding request is for contingency costs, core business activities, repayment of debts and/or loans.
- The funding request is for reimbursement of funds already spent.
- The funding request is for capital expenditure e.g. purchase or lease of real estate, renovation, repair or maintenance of buildings or purchase of major equipment or material goods such as office furniture, computers, playground etc.
- The organisation does not show a genuine commitment or the ability to fulfill the responsibilities or expectations associated with the sponsorship.
- The application is for an event/festival that denigrates or excludes any groups in the community.
- Event/festival safety and/or environmental hazards are identified.
- The funding request is for events/festivals that include, promote or encourage gambling.
- The funding request is for events/festivals that promote or encourage excessive consumption of alcohol.
- The primary event/festival occurs outside the CoA boundary.
- The funding request duplicates an existing event/festival operating in the CoA boundary.
- The funding request is for volunteer-run events/festivals.
- The event/festival is held online or virtually.
- The event/festival is private or invitation only.
- The funding request is for a conference, trade show, congress, symposium etc.
- The funding request is for prize money, award ceremonies or commemorative events, theatre productions or marches.
- The funding request is for an exhibition (exceptions will be made for those of significant size and scale, broad public appeal and notable cultural and economic benefits/outcomes).
- The funding request is for travel and/or accommodation expenses.
- The funding request is for general fundraising activities and events.
- The funding request is for dining experiences.
- The funding request is from for-profit organisations including sole traders, partnerships and other commercial entities operating on an expected profit basis.
- The funding request is from an unincorporated entity or individual.
- The funding request is from State or Federal government departments (with the exception of statutory authorities of State Government) other Councils or private enterprises.
- The funding request is for program or project costs that are covered by other State, Local or Federal governments or philanthropic funding.
Ineligible applications will not advance to the assessment stage and applicants will be notified.

Location/Venue Planning
If you are proposing to use an outdoor public space(s) for your event/festival (e.g. Park Lands, square, road/street) you are required to make a tentative booking with the CoA Events Team prior to submitting your funding application.

Please note the minimum application lodgement timeframes, which can be up to 6 months prior to event/festival bump in, depending on the scale of the event.
If your request for funding is approved, you are responsible for confirming your venue booking and for organising all infrastructure required to deliver your event/festival.
CoA fees and charges apply to all events and festivals held at Council managed properties including Community Centres and Libraries, Park Lands, the Adelaide Town Hall or city roads/streets. You must include all CoA fees and charges as part of your application budget as CoA will not waive fees associated with your event e.g. road closures, cleaning, waste, site fees and does not provide in-kind support in addition to funds approved with the exception of promotional support.
Depending on the spaces or temporary structures your event/festival intends to use, you may be required to obtain development approval, as some buildings or spaces may not be purpose built or approved to accommodate your planned event/festival (e.g. office space, dwelling, courtyard, car parking lots etc.).

How to Apply?
Before commencing an application via SmartyGrants, make sure you have:
- Read Council’s Funding Programs Policy which details the framework for how CoA provides and manages funding to individuals and organisations applying for support.
- Read the Events and Festivals Sponsorship Program Application Guidelines in full.
- Contacted the Event Sponsorship and Attraction Advisor, or Sponsorship and Partnership Coordinator to discuss your application.
AEDA and CoA use SmartyGrants as the platform for the online application process.
You must register if you are a new SmartyGrants user. If you already have a SmartyGrants account, you can use existing details to login and complete an application.
Your application form can be saved and updated at any time until you click ‘submit’. Applications must be received by the closing date and deadline.
Late applications will not be accepted.
Applications may be redirected to an alternative AEDA or CoA funding program during the assessment process if it is deemed more appropriate for the nature and scale of the event/festival proposed. If this occurs, the applicant may be required to submit a new application to meet the priorities of the identified funding program.
AEDA and CoA understand that the formal application and acquittal processes through the SmartyGrants ICT platform do not meet everyone’s access needs and can provide support to individuals or groups to ensure the funding programs are accessible on a case-by-case basis.

The following information will be required either during the online application process, or after applications are approved and, before any funding payment is made.
Please ensure that you have this information prior to commencing the application process.
- The applicant organisation's Australian Business Number (ABN) and GST status where applicable.
- A clear budget with income and expenditure forecasts, including all confirmed partners and other contributions.
- Certified copies of the applicant organisation's most recent audited financial statements or other documentation to demonstrate the financial viability of the organisation.
- Event Plan or Running Sheet.
- Marketing and Communications Plan.
- Economic Impact Statement/Report (if formal research is undertaken).
- A copy of the applicant organisation’s Public Liability Insurance Certificate of Currency (minimum $20 million) noting both the Adelaide Economic Development Agency and the City of Adelaide as interested parties, for the applicant to deliver the proposed event/festival.
- A copy of the applicant organisation’s ReturnToWorkSA Certificate of Registration or similar employee insurance (if paid staff are employed).
- A copy of the applicant organisation’s Child Protection Policy/Vulnerable Persons Policy or outline of the organisations intention to comply with relevant legislation.
Separate applications must be submitted by organisations applying for funding for multiple events/festivals i.e. one application per event/festival. Applicants may only receive funding for the same event/festival once per financial year.
As at 5 March 2026 the proposed funding pool is $254,000. This is subject to change following adoption of the 2026/2027 City of Adelaide Business Plan and Budget.
Once submitted, applications will be assessed according to:
- Eligibility criteria;
- Assessment criteria; and
- Available funding.
All questions in the application form must be answered and any required attachments provided in order for the application to be assessed.
Applications will be considered and assessed by a minimum of two AEDA/CoA staff and a panel consisting of subject matter experts.
You must not refer to an attached document as your only response to a question. You may, however, reference an attachment in support of your answer.
Applicants who meet eligibility and assessment criteria are not guaranteed funding.
The success of an application is determined by merit against the assessment criteria and in competition with other submissions.
Funding recommendations are presented to the appropriate Council Financial Delegation for consideration and approval. The funding decision outcome is final.
The Events and Festivals Sponsorship Program is highly competitive, and AEDA receives more funding applications than it can support. Successful applications may be awarded full or partial funding. This decision is carefully considered with the view of maintaining the integrity of the application.
All applicants will be notified of the outcome of their application in writing via email.
Successful applicants will be required to:
- Enter into a funding agreement with AEDA detailing benefits in return for the investment as well as mutually agreed Key Performance Indicators (KPIs), obligations and conditions where relevant.
- Adhere to the funding agreement terms and conditions.
- Provide copies of any outstanding documents as mentioned in the supporting documentation.
- Provide a tax compliant invoice for payment.
- Proactively manage the sponsorship relationship with AEDA and CoA.
- Notify AEDA of any changes to the event/festival for which a variation form may be required to be completed.
- Regularly communicate and provide updates to AEDA and CoA.
- Acknowledge and promote AEDA and CoA on any marketing and communication materials including social media.
- Work with AEDA and CoA as required to facilitate additional promotional opportunities.
- Provide evidence to AEDA and CoA of benefits met.
- Ensure all people working or volunteering with children as part of the event/festival have a valid Working with Children Check.
All successful applicants (including multi-year funding commitments) will be required to provide a detailed written report on all outcomes and applicable KPIs/obligations relating to the event/festival funded by AEDA and CoA.
A link to an acquittal form will be provided via SmartyGrants at the conclusion of the event/festival. Acquittal reports will be required within 12 weeks from the conclusion of the event/festival.
As per the Funding Programs Policy, applicants with outstanding debts or acquittal reports will be ineligible to apply for any further funding from Council or its subsidiaries.

Additional Information
As per the Council's Funding Programs Policy, where your event/festival involves working with children, young and vulnerable persons, you must attach a copy of your Child Protection Policy/Vulnerable Persons Policy to the application as part of the application’s compulsory support material.
If you have yet to develop a formal Child Protection Policy or Vulnerable Persons Policy, you will be requested to outline how you intend to comply with relevant legislation.
You must ensure that all people working or volunteering with children as part of your event/festival have a valid Working with Children Check.
Councillors are in regular contact with community members about Council matters. To ensure the fair and equitable distribution of funding to the community, you should refrain from communicating with any AEDA or CoA employees, Elected Members or AEDA Board Members during the assessment process of your submitted funding application, in any way that may provide an unfair advantage to your application.
AEDA may, by resolution, where it is justified in the circumstances, determine that the Guidelines or application form will not apply to a particular proposal.
Throughout this document and application forms, the below terms have been used and defined as:
Acquittal:
Information provided by a funding recipient that ensures the funds have been administered responsibly and in line with the funding agreement and conditions of the funding program. This will inform the extent to which the funded activities were delivered, and the nature of the outcomes achieved.
Adelaide Economic Development Agency (AEDA):
The Adelaide Economic Development Agency (ABN 76 182 348 329) supports the economic development of the city as a subsidiary of the City of Adelaide.
Applicant:
Is the person or organisation applying for funding from AEDA and CoA.
Child(ren) or Young Person(s):
Children and young people under 18 years of age.
City of Adelaide (CoA):
The Corporation of the City of Adelaide (ABN 20 903 762 572) trading as the City of Adelaide.
City of Adelaide Boundary:
Areas of the city including postcodes 5000, 5001 and 5006.
City Businesses:
Businesses within the City of Adelaide boundary.
City of Adelaide Managed Property/Venue:
Venue owned and managed by the City of Adelaide including but not limited to the Adelaide Town Hall, City Libraries and Community Centres and North Adelaide Golf course.
Core Business Activities:
Are the normal activities and costs of a business that are necessary to maintain its operations. Using the example of Council and its subsidiaries, this includes customer service, accounting, rent and utilities, maintenance, stock management, and permanent salary costs.
Development Applications and Approvals:
If an act or activity constitutes development, which can include any construction, alteration, addition to or demolition of a building or structure, a change in the current use of land, change in building class, or anything that modifies a designated heritage item, you will be required to obtain development approval to undertake the works.
Funding:
Is the act of providing resources to finance a need, program, or project. While this is usually in the form of money, it can also take the form of effort or time (in-kind) from an organisation or company.
Funding Agreement:
A document outlining the funding conditions accepted by either the Council or a subsidiary (dependent on which is managing the Funding Program) and the funding recipient prior to the provision of funding.
Grant:
A sum of money provided by the Council to deliver a particular outcome.
In-Kind Support:
In-kind support includes real project costs provided free of charge, such as; volunteer labour, administrative support, rent-free accommodation, donations of materials or equipment, and the provision of guidance or advice.
Not-For-Profit Organisation:
A legally constituted organisation whose constitution or rules state that profits or surpluses must be used to further the organisation’s artistic objectives. Any profits or surpluses cannot be distributed to owners, members or any other individual or group of individuals. The constitution or rules should also make provision for the transfer of assets to a similar organisation should they cease operations.
Open Access:
An event/festival that is not curated therefore allowing anyone and everyone the opportunity to register an event/show/ venue to participate.
Operating Guidelines:
A document pertaining to the specifications of an individual Funding Program or offering.
Precinct Group:
Seven incorporated associations across Adelaide and North Adelaide that produce activities that deliver economic outcomes in mainstreets and districts.
Private Property:
Privately owned property or land.
Public Spaces
Include Council owned land including squares, roads and footpaths that are accessible to the public.
SmartyGrants:
The online system and database that Council uses to receive, assess, monitor, acquit, evaluate, and record funding submissions.
Sponsorship:
A sum of money given to assist eligible organisations in delivering activities in exchange for rights and benefits offered in return for the sponsorship investment.
Terms and Conditions:
Special and general arrangement, rules, requirements, standards etc. Forming integral parts of a contract or agreement.
Vulnerable Persons:
Refers to people who may be at risk of exploitation due to their dependency on others.
